|费念慈（1855-1905），清书法家、藏书家。字屺怀，一署峐怀，号西蠡，晚号艺风老人。江苏武进人。光绪十五年（1889）进士，会试后任馆阁职，授翰林院编修。因论及朝廷之事被撤职遣归，旋即回到吴中，与常熟翁同龢、钱塘汪鸣銮等为师友，以诗文、书画、藏书为业。与文廷式、江标年相若，才相伯仲，皆有声词馆。著有《归牧集》。
