The earliest letter, August 26, 1986, addressed to New York Senator Daniel Patrick Moynihan, with Burger explaining that he will not be able to attend to a "dinner in your honor" given that he is already attending a "meeting of the Commission on the Bicentennial of the United States Constitution"; another letter, dated May 4, 1989, addressed to Paul Clark of the Commission on the Bicentennial of the US Constitution, in part: "At the Commission meeting I stated that the success of the George Washington project, to a very large extent, rested with you, and that you had put in some very, very long hours for many months."
