河南汝南人。字周人，北洋时期军阀。毕业于北洋武备学堂，清末官至总兵。二次革命时期，奉袁世凯之命率部进入河南，后又追剿白朗起义军，因功授河南护军使，1914年督理河南军务。袁死后，任河南督军兼省长，先依附段祺瑞，后与段产生矛盾。1922年第一次直奉战争爆发，赵响应奉系在河南反吴，被直系冯玉祥击败，被免除河南督军。后出关投靠张作霖，任高等顾问。
