This is an old identity card carrier which all Africans had to wear around their necks circa Early 1900 NAD means Native Area District." Likely to be from British Imperial Nigeria, which attempted different strategies at segregation and "Native Authority" in the first half of the 20th century. Dimensions are: 2 3/4 inches long X 1 3/4 inches wide without loop, loop is 13 inches long when doubled. All measurements are approximate.
