屠倬（1781-1828），清代官员、画家。字孟昭，号琴邬，晚年号潜园老人，钱塘（今浙江杭州）人。嘉庆十三年（1808）进士，选为翰林院庶吉士，授江苏仪征县知县。在任期间，因当地无桑树，从吴兴购得1.2万株，作《种桑诗》，劝民种植；还买棉花籽给民播种，促进了当地经济的发展。又定关税，设官渡，审理大案公正清明，政绩显着。道光元年（1821）擢为江西袁州府知府，不久改九江府，后因病辞归。
