郑小娟（1940-），湖南长沙人。女画家。1963年毕业于湖南师范大学美术系中国画专业。曾任湖南美术出版社社长兼总编辑，湖南省新闻出版局编审委员会委员，中国美协理事，中国工笔画学会理事，湖南省美协副主席，湖南省文联委员。担任社长期间，强化了出版社的人才队伍建设，启动了中小学美术教材的出版项目。
