带框。陈冬至，号觉尘、觉迟、老迟。1941年生于河北省石家庄市，祖藉山东曲阜。1962年毕业于天津市河北美术学院，同年留校任教。曾任天津艺术学院（天津美术学院、天津音乐学院前身）副院长，后任天津美术学院教授、硕士生导师。中国美术家协会会员、天津美术家协会顾问、兼任民革天津书画院名誉院长、长城书画院顾问、天津湖社画会顾问、巨龙书画院顾问、神鼎书画院顾问。
