赵戴文（1866-1943） 字次陇，先辈居马邑（今朔州），明末始移居五台县东冶镇。为通往佛教胜地五台山清凉胜地的必经之地，故赵戴文又自号清凉山人。儒者，同盟会员，国民党员，山西辛亥起义的主要领导人之一。阎锡山的军师、宰相，兄长。山西守土抗战和组织牺盟会的倡导者。官至山西省政府主席，国民政府内政部长、监察院长。民国以后的山西军政两届出身的人物无不是他的学生。
