该布告系木版印刷，尺寸宏大。为太平天国开国后首次宣渝四民各安常业的告示。文辞兼用俪语，颇具典则。此谕以杨秀清、萧朝贵的名义发布，日期上盖两方长方形朱印，右边的印文为“太平天国左辅正军师东王杨秀清”；左边的印文为“太平天国右弼又正军师西王萧朝贵”。当时萧朝贵已于长沙之役战死，杨秀清等讳其死，所以一切示谕，仍列其衔。太平天国革命运动时期的官书文函因其失败而被清廷大量销毁，存世极少，当为研究者所重视。保存较好。
