局造币获得成功后，就有人主张中国龙银应以传统计重单位的「两」来结算，光绪二十五年（1899年）底京城拟筹备设立银圆局，当时军机处及户部致电各省询问主币龙银重量应重若干。随后，总局按照袁世凯指示进行一两银币的生产，并委托日本正金银行任办模具。「光绪元宝户部库平一两金币」为机制原模后铸，但字体刻划却不失铁画银钩、浑然天成的感觉，而龙身以及龙麟更是刻划细腻且精美大气，是为藏家值得收藏的珍品之一
