宋伯元（1914-? ） 号北苑，江苏武进人。毕业于大夏大学师专及政治大学。曾任小学校长、军队政工等职。1944年任湖北省巴东县县长。1949年去台湾，初任台湾省政府人事处秘书，后调任高雄县政府民政局局长。1960年任”内政部”秘书，后升任司长。1970年任”内政部”参事。著有《连队政工实务》、《地方选举理论与实际》等书。喜好书法作画，山水花卉皆以工笔为之，秀韵天成。
