字崇仁，云南腾冲城人。1942年夏，日军铁蹄近腾，城中军政官吏闻风丧胆，弃城而逃，遂使边地名城不战而陷敌手。时张问德已年过花甲，临危受命出任县已不县的腾冲县长，不顾一切地投入保家卫国的艰苦征程，在界头、曲石一带组建起了战时县政府和腾西北抗日前方根据地，抗日县长之名不胫而走。全国解放后，张问德曾任云南德宏州政协委员，于1957年病逝，德宏州政协题旌忠恤千秋。
