罗小华，名龙文，字含章，号小华，明代制墨业歙派代表人物。以桐烟制墨，墨品极佳，时人誉为坚如石，纹如犀，黑如漆，一螺值万钱。甚至有人认为若我朝定当以罗小华鹿角胶为第一。嘉靖时，小华为严嵩之子严世藩的幕宾，曾官至中书舍人。
罗氏制墨传世稀少，北京故宫博物院藏有一件一池春绿墨是比较可信的。此墨品圆形，一面有辅首纹饰，中间阴刻填金小华二字，背面双螭龙纹饰，线条疏朗，动感十足，罗小华墨品十分稀有所以极其珍贵。
