潘齡皋(1867-1954)，字錫九，河北安新人。清光緒二十年(1894年)中舉人，後殿試中進士，授翰林院編修，曾先後在甘肅任知縣、知州、知府。辛亥革命成功後，潘齡皋擔任甘肅省省長，之後移居天津、北平，以賦詩、寫字為樂，成為民國時期北方著名的書法家。
