鹿泽长，生于清乾隆五十六年(公元1791年)，福山下夼人。
道光二年(公元1822年)就任江西吉安知府时，捐俸并倡导富绅出谷助赈。曾参与闽浙总督徐继畲《瀛寰志略》校勘，他严肃认真，一丝不苟，校勘精审,并有订正与补充，并为之作序，使该书增色不少。《瀛寰志略》与魏源的《海国图志》同为中国较早的世界地理志。
