提要：彭言孝，号石愚，湖南长沙人，举人出生，清光绪三十三年人玉林州知州，彭言孝到任时，“各地兴学运动，风起云涌”，广西省桂、梧、邕、浔各府，均已有中学堂之设，而玉林尚付阙如”。彭言孝按照维新思想“朝廷变法，首在兴学；兴学之本，先重师范”的主张，于光绪三十四年春，召集玉林五属士绅及劝学所总董，筹议创立五属中学堂。由于彭言孝在玉林兴学堂、行新政，政绩卓著，于宣统元年（1909年）提升为广东省高州府知府。
