提要：作者：罗亮杰，字次龙，晚号隆叟，湖南安化县人。生于清同治二年，自幼病足。14岁，从学与周志钦、胡正斋等。通经史，旁及音韵、训诂之学及古文辞。光绪十年补博士弟子员，十七年中举人。时值母丧，不再赴礼部试。旋选为户部主事，又授直隶州知州，均辞不赴任。光绪二十九年主讲安化崇文书院，后又参与创办培英学堂。着有《诗经汇解》《舆地沿革考》《说文言韵表释》等。
