孙盛仁（1942-）生于辽宁省大连市，1956年到青海，1962年参加工作。自 1964年起，先后从事工会宣传，展览总体设计，美术创作、辅导、研究、组织等项工作，兼任美术编辑多年。其间就读于青海师范大学艺术系，主修油画，取得大专学历。历任青海省群众艺术馆副研究馆员，美术摄影部主任、艺术部副主任，青海省美术家协会常务理事，艺委会委员，油画艺委会副主任等职。2003年12月，任青海省美术家协会荣誉副主席。
