韩国钧，字紫石，亦字止石，晚号止叟，江苏海安人。历任江苏省民政长，安徽巡按使，江苏巡按使、省长、督军等职。抗战期间，韩国钧以八十高龄在野之身居乡问政。与新四军友善，同陈毅同志直接交往，多方奔走，呼吁国共合作，陈毅同志曾表彰其崇高的民族气节和爱国主义精神，誉之为“民族抗战之楷模”。
