是为南宋乾道九年（1173）高邮军学刊《淮海集》之零页。《淮海集》系北宋文学家秦观的诗文别集，因秦观被贬谪列入“元佑党人”，其著作被朝廷禁毁，故北宋本《淮海集》现已无存。南宋孝宗乾道九年高邮军主管学事王定国、高邮军教授赵伯肤、高邮军学谕韩涛等人据当地原藏《淮海文集》，并搜访遗逸，共得七百二十篇，厘为四十九卷，板置郡庠，是目前可见最早的秦观作品集。是书半叶十行二十一字，白口，左右双边，书口上端题刻字字数，下题刻工名。精镌欧体，笔势秀劲。经查馆藏著录，日本内阁文库本最为完整。此零叶内容为卷二十一《鲁肃论》部分文字，其中“汉”“已”两字断板处与日本内阁文库本同。
