是书为清光绪二十九年张百熙、荣庆、张之洞一同上奏的《奏定学堂章程》，史称“癸卯学制”，为中国历史上第一个正式颁布且在全国普遍实行的学制，是中国近代教育的重要资料。“癸卯学制”更为重视师范教育，将师范学堂从附设于普通学堂提升到独立设置，并颁布了专门的师范学堂章程。此册收优级师范学堂章程、初级师范学堂章程、实业教员讲习所章程、高等各实业学堂章程、中等各实业学堂章程、初等各实业学堂章程、实业补习普通学堂章程、艺徒学堂章程共八种。
