高尔谦（1863-1918）字子益，福建长清人。福建马尾船政学堂第三届制造班毕业，专攻法语和造船专业。后法国巴黎大学法学部律例大书院毕业回国。进入广东官场，办理洋务。经学部考试合格，授予举人身份。历任大清外务部右参，云南交涉使、澳门勘界大臣、外务部右丞、云南布政使，宣统三年出任四川布政使。辛亥革命后，寓居上海。民国二年任北洋政府驻意大利公使。民国六年任外交部次长。同年7月，张勋复辟时，任其为外交部右侍郎。未几，再任段祺瑞内阁外交次长。高尔谦大哥高凤歧，举人，创建福建 “求是书院’，官至梧州知府。三弟高梦旦（即高凤谦），初创四角号码检字法，使上海商务印书馆名扬中外。
