徐扬（生卒年不详），苏州人，家住阊门内专诸巷。工绘事，擅长人物、界画、花鸟草虫。乾隆十六年（1751）弘历南巡至苏州，进画，得以供奉内廷。受艾启蒙、贺清泰影响，写实功力益深。他于乾隆二十四年画出了《盛世滋生图》卷，是研究“乾隆盛世”形象资料，具有极大历史价值。后又画出了著名巨作《乾隆南巡图》（共十二卷）等历史画卷。
