Without taking it into the estimate I owe a balance of less than 200 dollars. If that is decided in my favor, a much greater sum will be due me, or rather to some friends of whom I borrowed money to supply the deficiency of the salary due. Mr. President & heads of departments showed every disposition to do what was fair and just towards me."
