费念慈（1855-1905）清代书法家，字屺怀，号西蠡，江苏武进（今常州）人，一作江阴人，一作寄居苏州。光绪十五年（1889）进士，张之洞奏保经济特科。在词馆，与文廷式江标齐名。泛滥百氏，精畴擅人术，金石目录之学，冠绝一时。擅鉴赏，工书法，出入欧褚，兼通晋魏各碑。兼工山水，疏秀妍雅，饶有金石气。
