He was born in Baoshan, Jiangsu Province (present-day Baoshan district in Shanghai) and is best known for being the author of the Republic of China's constitution. He studied law and political science at Waseda University during 1906-1911 and obtained his Ph.D. degree in political science from Humboldt–Universitat zu Berlin. After returning to China, he served as a professor at Peking University and Yenching University. In 1949, he relocated to Macao before moving to the United States in 1952. Despite his international travels, he remained an influential figure in Chinese intellectual circles until his death in 1969.
