献县，隶属河北省沧州市，地处京津冀经济圈。凤鸣，山西人，曾任献县知县。是志民国十四年修，分舆地志、经制志、文献志、故实志四门。卷首为大幅县境全图、县署图，汉河间献王墓图、明陈简肃公墓图片两帧。舆地志疆域篇中土壤类将本县所有土壤进行分类，详尽指出各类土壤的特点、在县境内的分布以及适宜栽种的植物等。经制门新政篇详列清末民初政法、教育、工商业变革资料，反映时代风貌，是研究民国时期献县地区的重要资料。此志刊刻精整，较为稀见。
