此志为窦鸿年纂。鸿年，字億园，邳州寨墩人，光绪拔贡，曾任湖北襄阳知府。是书系作为对邳州旧志补，主要是针对清咸丰邳州志补。全志设志图、晷度、沿革、爵封、建置、山川、田赋、学校、军政、职官、名宦、人物、贡举、列女、古迹、艺文、金石、物产、杂记、叙录共二十门，二十六卷。卷一收历代疆域图、总图、全境山图、全境水图、邳治图、邳署图、文庙图、武庙图等图。叙录中指出咸丰志之不足，有正误纠缪之用。《邳志再补》一卷，简要叙述清亡以后民国之建置、赋税、兵防、学校等，史料价值较高。刊刻精良，字口泛红。
