Original ink illustration signed and dated 1783 by Francis Hopkinson (1737 - 1791). The scene, almost certainly the interior of Independence Hall, depicts four animal characters across books and ink quills. There is a turkey with the word "First" written at his feet, next to it a fox or jackal with "Fourth" beneath. On a separate table there is a rodent inside a domed cage labeled "A legal Machine" and finally, a cat standing on hind legs attempting to touch the rodent. The cat is standing on a large book with "Penal Law" written on the spine. The three animals seem to be looking at and focused on the rodent. In 1782, the Education Act of 1695 (part of the Penal Laws) was repealed. This Act was, loosely, a ban on sending children abroad to be educated with religious implications.
